imgAreaSelect — отличный jQuery плагин для работы с изображениями. Так сказать, еще один плюс в копилку к jQuery.
Плагин создает привычный для пользователя интерфейс с помощью которого можно выделять отдельные части изображения, а что делать с этой частью решать Вам.

Для справки: плагин весит всего-ничего — 8кб.
